Authorizes collective bargaining for certain executive branch employees in Indiana, establishing the Public Employees Relations Board (PERB) to conduct elections and determine exclusive bargaining representatives

Creates 11 statewide bargaining units covering categories including labor/trades, administrative support, health care professionals, social services workers, public safety personnel, and sworn police officers

Employees who threaten, encourage, or participate in strikes, slowdowns, or work interruptions may be dismissed and are ineligible for rehiring for at least one year; employee organizations violating strike prohibitions face decertification for at least one year

Reinstates labor settlements between the state and employee organizations (Unity Team Local 9212/UAW/AFT, AFSCME Council 62, and Indiana Professional Law Enforcement Association) that were rescinded by Executive Order 05-14 on January 11, 2005

Allows elected state officers to opt in to collective bargaining coverage for their employees by submitting written notice to the PERB
