Establishes a nine-member case review panel chaired by the state superintendent to hear appeals of association decisions concerning student athletic eligibility, with members including four parents, two principals, and two athletic directors

Requires the association to notify parents and schools within three business days of decisions affecting individual students and to include information about the appeal process

Allows parents to refer cases to the panel within 30 days of the association's decision, with the panel required to issue a written decision within 10 business days of the hearing

Permits either the association or parent to file legal action to challenge the panel's decision within 45 days, allowing courts to reverse decisions found to be unfair, arbitrary, or unsupported by substantial evidence

Directs the association and Department of Education to study the feasibility of allowing students from nonpublic and charter schools to participate in athletics at public schools within their legal settlement area, with a report due December 31, 2010
