Authorizes the operation of mini-trucks on Indiana roads, defined as trucks with internal combustion engines of at least 660 cubic centimeters, maximum width of 60 inches, unladen weight of 1,600 pounds or less, and top speed of 60 miles per hour or less, with an enclosed heated cab.

Requires mini-trucks operated on Indiana roads to be titled and registered as motor vehicles.

Prohibits the operation of mini-trucks on any interstate highways.

Requires mini-truck dealers to register as dealers under Indiana law if they sell at least twelve vehicles annually.

Directs the Bureau of Motor Vehicles to determine true tax values for each make and model of mini-truck by July 1, 2010, subject to review by the Department of Local Government Finance.
