• Requires the state lottery commission to establish a scratch-off lottery game to benefit Indiana veterans, with rules adopted under IC 4-22-2.

• Directs all profits from the veterans scratch-off game to be split equally between the military family relief fund and the children of veterans tuition fund.

• Establishes the children of veterans tuition fund to provide full or partial reimbursements to state educational institutions for tuition waived to children of veterans.

• Allows state educational institutions to receive reimbursements equal to total tuition waivers, or a pro rata reduction if fund amounts are insufficient to cover all waivers statewide.

• Takes effect July 1, 2010.
