• Lowest bidders must request the meeting within 7 days after the contract award is announced.

• State agencies must meet with the lowest bidder within 7 days of receiving a meeting request and provide written reasons for selecting the higher bid.

• Each state agency must develop a policy governing meetings with lowest bidders on public works contracts.

• Effective date is July 1, 2010.
