Requires drivers to use due caution when approaching stationary utility service vehicles displaying alternately flashing amber lights, either by changing lanes away from the vehicle or reducing speed to at least 10 miles per hour below the posted speed limit

Adds utility service vehicles to existing protections already in place for emergency vehicles, recovery vehicles, and highway maintenance vehicles

Failure to yield to a stationary utility service vehicle is a Class A infraction that may result in loss of driving privileges

Also clarifies that when approaching any covered stationary vehicle and unable to change lanes, drivers must reduce speed to at least 10 miles per hour below the posted speed limit
