Prohibits the state from reimbursing judges for expenses incurred when hiring private attorneys to represent the court in mandate of funds litigation

Adds representation in mandate litigation to the Attorney General's existing duties, which include defending state officials, teachers enforcing discipline policies, and school corporations in certain civil suits
