Expands the definition of "agricultural seed" to include oil crops in addition to legume, grass, forage, cereal, and fiber crops.

Adds new labeling requirements for cool season lawn and turf grasses, including specific standards for pure seed percentages, weed seed content (maximum 2.5%), and restricted noxious weed seed content (maximum 0.25%).

Allows the state seed commissioner to issue special use permits for research, development, production, or education purposes involving prohibited or restricted noxious weed seeds.

Changes grain buyer and warehouse payment reporting requirements from quarterly to semiannual (by last day of month following June 30 and December 31 periods) and extends deferred pricing definition from 10 days to 21 days after delivery.

Replaces the term "warehouseman" with "warehouse operator" throughout grain licensing and indemnity program statutes and expands the definition of failure to include involuntary or voluntary bankruptcy of a licensee.
