Establishes the Indiana Driver's Education Commission, an 8-member body appointed by the governor, commissioner of motor vehicles, state superintendent, and the Indiana Criminal Justice Institute executive director to advise on driver education policy and recommend rules

Transfers administration of driver education licensing from the State Board of Education, Bureau of Motor Vehicles, and Indiana Commission on Proprietary Education to the Indiana Criminal Justice Institute, effective July 1, 2010

Requires the Indiana Criminal Justice Institute to license approved driver education courses, motorcycle driver education and training courses, and truck driving training schools after December 31, 2010

Mandates that driver education classroom instruction standards include railroad-highway grade crossing safety and organ donor program procedures, and prohibits classroom instruction for students under 15 years and 180 days of age

Transfers responsibility for preservice school bus driver safety education training (up to 40 hours) from the state superintendent to the Indiana Criminal Justice Institute
