HB 1293 Summary

• Establishes the Indiana driver's education commission with eight members to advise the bureau of motor vehicles and recommend rules concerning driver education programs, instructors, curricula, and objectives.

• Transfers administration of driver education licensing from the state board of education, Indiana commission on proprietary education, and Indiana criminal justice institute to the bureau of motor vehicles for approved driver education courses, motorcycle driver education courses, truck driver training schools, and commercial driver training schools.

• Creates new licensing requirements for commercial driver training schools and instructors, including minimum education standards (60 semester hours with 9 in driver education), character and reputation review, and insurance requirements.

• Removes the Indiana criminal justice institute's authority to license commercial driver training schools and instructors, eliminating the expired language from IC 5-2-6-3.

• Requires the bureau to establish uniform course instruction and provide materials for preservice school bus driver safety education and transfers related rules previously adopted by other state agencies to the bureau, effective July 1, 2010.
