IN HB1313

Authorizes the Indiana Bureau of Motor Vehicles to negotiate and enter into reciprocal agreements with foreign countries for the exchange of driver's licenses, allowing waiver of certain examination requirements for applicants with valid foreign licenses or International Driving Permits

Requires nonresidents driving in Indiana to be lawfully admitted to the United States in addition to holding a valid operator's or chauffeur's license from their home state or country

Eliminates the provision allowing unlicensed nonresidents from countries that don't require driver licensing to operate vehicles in Indiana for up to 60 days per year

Mandates the BMV to submit annual electronic reports to the general assembly regarding reciprocal agreements before February 1 of each year

Allows the BMV to operate under interim written guidelines approved by the commissioner until formal rules are adopted, with this provision expiring by December 31, 2011
