HB 1316 Summary

• Requires newly constructed Class 1 and Class 2 structures with building permits issued after June 30, 2011 to display a placard indicating whether the structure uses engineered lumber.

• Fire prevention and building safety commission must adopt rules establishing placard design (3.5" x 4.5" to 5" x 5.5"), identification of engineered lumber types and locations, and permanent placement below electrical meters or on front entrance.

• Building permit applicants must declare engineered lumber types and locations on applications; permits cannot be issued without a placard and cannot be approved on final inspection or certificate of occupancy without placard affixed to structure.

• Local building permit agencies must notify the jurisdiction's fire department within 10 business days with property address, township, county, engineered lumber types, and locations; fire departments must provide this information to emergency dispatch centers and responding units.

• Property owners must maintain placards for the life of the structure; units may adopt ordinances with civil penalties up to $100 per day (capped at $3,000 annually) for failure to install or maintain placards after 10 business days notice.
