• Requires individuals under 25 years old with children who receive Temporary Assistance for Needy Families (TANF) to attend division-approved educational training unless they have an associate's degree or higher.

• Requires children at least 2 years of age in TANF-recipient families to attend division-approved educational programs, which may be provided by child care centers or child care ministries.

• Authorizes the division of family resources to adopt rules establishing guidelines for the educational programs required under this section.

• Effective July 1, 2010.
