• Reduces the minimum reportable gift amount from $100 to $50 for state officers, employees, and special appointees on financial disclosure statements, and requires publication of these statements on the state's Internet website.

• Prohibits state and local government employees and special appointees from being required to make political contributions, solicit political contributions, or participate in political activities; prohibits these activities in state or local government facilities.

• Establishes new local government ethics requirements including statements of financial interests for local officers, candidates, employees, and special appointees that must be filed with the county clerk and published online.

• Requires vendors offering contracts with local political subdivisions to register with the county clerk, pay registration fees ($100 initial, $50 annual renewal), and file reports of gifts over $50 made to local officials and employees.

• Authorizes the state board of accounts to impose civil penalties up to $1,000 for late or deficient financial disclosures and up to three times the value of any benefit for ethics violations.
