IN HB1329

Adds an additional price preference for Indiana businesses that manufacture or assemble supplies in Indiana, ranging from 3% for purchases under $500,000 down to 1% for purchases of $1 million or more.

Maintains existing price preferences for Indiana businesses (5%, 3%, and 1% based on purchase size), which now stack with the new manufacturing/assembly preference.

Deletes the provision that allowed Indiana price preferences to be ignored when an offeror is from a bordering state that does not offer reciprocal preferences to Indiana businesses.

Requires the Indiana Department of Administration to adopt rules establishing guidelines for determining when supplies are manufactured or assembled in Indiana.

Applies only to contracts awarded by state agencies and becomes effective July 1, 2010.
