House Bill 1342 Summary

• Establishes the Commission on State and Local Road Funding to examine funding sources, distribution levels, and identify funding needs for state and local roads in Indiana.

• Commission shall evaluate alternative strategies to replace or supplement the motor carrier fuel tax, study alternative funding sources and revenue collection systems including user and nonuser fees, and develop strategies to maximize public awareness of transportation investment benefits.

• Commission membership includes 15 members appointed by the governor (including representatives from commerce, public finance, engineering companies, construction, counties, cities, and industry associations), 4 senate members, 4 house members, and members with expertise in manufacturing and labor.

• Commission must submit interim report by November 1, 2010 covering capital and maintenance needs, local road agencies, highway system use analysis, alternative funding sources, and historical funding patterns, with final report due November 1, 2011 including recommended changes to funding sources and planning responsibilities.

• Commission receives staff support from the Indiana Department of Transportation, Legislative Services Agency, and Purdue University's Local Technical Assistance Program, and expires December 31, 2011.
