IN HB1347

Establishes a five-member redistricting commission to create and recommend plans for redrawing Indiana General Assembly districts (100 House, 50 Senate) and congressional districts following each federal decennial census

Appointing authorities include the Speaker of the House, House minority leader, Senate president pro tempore, and Senate minority leader, each appointing one member; the four appointees select a chair, or the chief justice appoints one if they fail to agree

Commission members must be Indiana residents and cannot have served as legislators, state officeholders, congressional candidates, appointed officials, or registered lobbyists within the past six years

Requires the commission to hold at least three public hearings (one each in northern, central, and southern Indiana) and submit redistricting recommendations to the General Assembly by August 1 of the redistricting year

Districts must have populations within 1% of ideal district population, be contiguous and compact, follow precinct boundaries, and minimize divisions of counties and cities
