HB 1357 Summary

• Requires the select joint commission on Medicaid oversight to study changing nursing home Medicaid reimbursement from a case mix system to a price-based reimbursement system during the 2010 legislative interim.

• Defines price-based reimbursement to include fixed prices for direct and non-direct care personnel, capital reimbursement based on bed count and historical costs, therapy services reimbursement, quality assessment fees, property taxes, and Medicaid utilization incentives.

• Directs the office of Medicaid policy and planning to collect health facility quality assessment fees at the maximum percentage allowed under federal Medicaid law (5.5%).

• Requires the office to seek federal Department of Health and Human Services approval for the maximum quality assessment fee and implement it within 30 days if no approval is necessary, or within 60 days of receiving approval.

• Effective upon passage for quality assessment fee provisions; the study provision expires December 31, 2010, and the quality assessment fee section expires August 1, 2014.
