• Claims Indiana sovereignty under the Tenth Amendment over all powers not delegated to the federal government by the U.S. Constitution

• Serves notice to the federal government to cease and desist mandates beyond constitutionally delegated powers, effective immediately

• Prohibits or repeals all compulsory federal legislation that directs states to comply under threat of penalties or sanctions, or requires states to pass legislation to avoid losing federal funding

• Requires the House Principal Clerk to transmit the resolution to the President, Congress leadership, all state legislators, and Indiana's Congressional delegation
