Proposes amendment to Article 1 of the Indiana Constitution to add a new Section 38 protecting health care rights and choices.

Prohibits persons, employers, and health care providers from being compelled to participate in any health care system.

Allows persons and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept direct payment without penalties.

Permits the purchase or sale of health insurance in private health care systems subject to reasonable laws that do not substantially limit options.

Requires approval by two consecutive general assemblies and ratification by a majority of state voters to become effective; does not affect existing laws, worker's compensation, or required health care services.
