Notes that the International Agency for Research on Cancer classifies preparations with more than five percent crude coal tar as Group 1 carcinogens

Directs the study committee to operate under Legislative Council direction and issue a final report as directed by the council

Implies that if coal tar pavement products are proven hazardous, they should be banned from use in the state
