Amends IC 9-21-1-3.3 to allow cities, counties, and towns to adopt ordinances regulating golf cart use on highways under their jurisdiction.

Permits counties to adopt ordinances allowing golf carts to cross state highways at right angles to travel between county-controlled highways, provided the operator stops completely and yields to all traffic.

Fines collected from golf cart ordinance violations are deposited into the general fund of the enacting city, county, or town.

Removes the Class C infraction penalty provision and reclassifies violations of golf cart ordinances on state highways as ordinance violations.

Takes effect July 1, 2010.
