SB 35 Summary

• Increases the maximum amount for the Department of Correction to use employee or inmate labor from $100,000 to $500,000 for rehabilitation, extension, maintenance, construction, or repair projects.

• Raises the threshold for bidding certain state public works projects from $25,000-$75,000 to $150,000, and increases the retainage threshold for holding contractor payments from $150,000 to $1,000,000.

• Permits the Department of Administration to use electronic signatures for state contracts without complying with Indiana's electronic signature act, if the method allows parties to read terms and manifest agreement by clicking "ok" or "agree" buttons.

• Removes restrictions on state property exchanges and sales: eliminates the $10,000 value limit for property exchanges, permits sale by request for proposals, and allows exchanges to improve property management or access.

• Eliminates Alzheimer's disease and related dementia programs, repeals the requirement for the CHOICE board to conduct annual aging conferences and meet six times yearly, increases cost share maximums for infants and toddlers with disabilities program, and permits deaf and blind schools to set teacher salaries without matching local school corporation rates.
