Senate Bill No. 69 - Summary

• Expands Indiana's clean energy incentive program to include low carbon dioxide emitting or noncarbon dioxide emitting energy production facilities, in addition to existing coal-based projects.

• Adds combined heat and power facilities to the definition of renewable energy resources eligible for financial incentives.

• Allows eligible businesses to recover preconstruction costs (siting, design, licensing, permitting) for new energy production facilities or low-carbon facilities regardless of whether the facility is ultimately constructed.

• Changes terminology from "clean coal and energy projects" to "clean energy projects" to encompass a broader range of low and non-carbon emitting technologies.

• Effective July 1, 2010.
