Expands who may challenge a candidate's eligibility by allowing any registered voter of the jurisdiction conducting the election to file a challenge, rather than limiting it to registered voters of the specific election district the candidate seeks to represent.

Requires a registered voter challenging a candidate's eligibility to file a sworn statement with the election division or election board that questions the candidate's eligibility and sets forth facts supporting the challenge.

Prevents repeated challenges to a candidate's eligibility if the candidate's eligibility was previously challenged on substantially the same grounds before the candidate was nominated and a hearing was conducted.

Effective date is July 1, 2010.
