Requires absentee voters to provide identification information on their ballot application: either a description and number of their proof of identification, or the last four digits of their Social Security number if no ID number is available

Absentee ballots from voters who fail to provide the required identification information will be treated as provisional ballots and may not be counted unless the voter provides the information by noon on election day

Repeals the existing exemption that allowed absentee voters to vote without providing proof of identification

Effective date: January 1, 2011
