Establishes the prenatal substance abuse commission to develop and recommend a coordinated plan for early intervention and treatment for pregnant women who abuse alcohol, drugs, or tobacco.

Commission consists of 14 members including state health commissioner, mental health director, Medicaid director, child services director, physicians, social worker, prosecutor, judge, legislative representatives, and advocate.

Speaker of the House appoints five members and President Pro Tempore of Senate appoints five members by June 1, 2010; first commission meeting must occur before July 1, 2010.

Commission must submit interim report by December 15, 2010, and final report with implementation plan by December 15, 2011, to the governor and legislative council.

Commission expires June 30, 2012.
