Requires the Indiana Utility Regulatory Commission (IURC) to adopt emergency rules by July 1, 2010 expanding net metering availability to residential, commercial, industrial, agricultural customers, local governments, the state, K-12 schools, and postsecondary institutions

Allows generating facilities with nameplate capacity of 2 megawatts or less to interconnect to electric utility distribution systems under net metering

Permits net metering customers to interconnect facilities using solar, wind, microhydroelectric, microturbines with renewable fuels, fuel cells with renewable fuels, and biogas including anaerobic digestion and municipal solid waste

Voids existing rules at 170 IAC 4-4.2 that do not comply with the new requirements, with the commission required to evaluate compliance by June 1, 2010

Requires the IURC to report to the regulatory flexibility committee by November 1, 2010 on progress in finalizing the emergency rules, with the section expiring January 1, 2012
