Senate Bill 106 Summary

• Authorizes the Department of Administration to sell state-owned real property using request for proposals in addition to competitive bids and auctions.

• Requires documented negotiation records including meeting logs with dates, times, respondent identities, and copies of all written and electronic communications when the department negotiates with the highest bidder.

• Removes the $10,000 value limit on property exchanges, allowing the state to exchange state-owned property for property of like value to settle disputes or improve property management and access.

• Requires the Division of Historic Preservation and Archeology to notify the Department of Administration within 30 days of receiving notice of intent to dispose of state property, or the department may proceed with the transfer.

• Effective July 1, 2010.
