Authorizes the seed commissioner to issue special use permits for seeds of certain plant species used for research, development, production, or education purposes

Grants the seed commissioner authority to adopt rules establishing fees, civil fines, and special use permits, with tag and label fee rules required to be adopted before July 1, 2011

Replaces the existing statutory fee schedule for seed tags and labels (previously ranging from $0.0225 to $0.24 per tag depending on seed type and weight) with fees to be set through rulemaking

Expands the board of animal health's authority to assist organizations representing poultry producers (in addition to existing livestock producer assistance) with care-related issues and programs

Authorizes the board of animal health to establish standards governing the care of both livestock and poultry
