Requires judges of city and town courts to be attorneys in good standing admitted to practice law in Indiana, effective July 1, 2010.

Allows current judges serving on June 30, 2010 who are not attorneys to continue serving for the remainder of their existing terms, with this provision expiring January 1, 2012.

Increases civil jurisdiction limits for city and town courts in Lake County and second class cities from $3,000 to $6,000 for standard civil actions and landlord-tenant disputes.

Designates city courts in second class cities as courts of record.

Repeals superseded provisions concerning town court judge qualifications and repeals IC 3-8-1-29.5.
