Requires appointed clerk-treasurers to be town residents, execute a performance bond, and maintain the same duties, responsibilities, and immunity as elected clerk-treasurers

Protects incumbent elected clerk-treasurers by specifying that a vote to change to an appointed position cannot reduce the current officeholder's term

Provides a process for towns to reverse the change and return to an elected clerk-treasurer through the same public question ballot procedure
