Prohibits county election boards from employing candidates for elected office, members of candidate committees, or current elected officeholders to perform election duties typically handled by the circuit court clerk

Requires employees of county election boards who become candidates or join candidate committees to stop working for the board

Bans state officeholders from using public funds to pay for advertising or communications about their official duties in which they personally appear or speak

Establishes a civil penalty of up to $1,000 per violation plus investigative costs for state officeholders who misuse public funds for self-promotional communications

Directs civil penalties collected under these provisions to be deposited into the campaign finance enforcement account
