Requires towing services that don't meet the specified requirements to release passenger vehicles when the owner provides written insurer agreement to pay reasonable charges and proof of vehicle ownership, regardless of any liens on the vehicle

Eliminates the towing service's ability to claim statutory or possessory liens on a vehicle once released, but requires insurers to pay reasonable charges plus interest beginning on the 31st day after vehicle release
