• Establishes a three-year moratorium on approvals for new confined feeding operations from July 1, 2010 through June 30, 2013.

• Prohibits the department from approving expansions of existing confined feeding operations that increase animal capacity or manure containment capacity during the moratorium period.

• Applies the moratorium to all applications regardless of submission date, including those submitted before July 1, 2010.

• Amends IC 13-18-10-1 and becomes effective July 1, 2010.
