SB 212 Summary

• For public libraries outside Marion County with property both inside and outside a city/town: county council (rather than the originating city/town) must approve the library's budget, tax levy, and bond issues if more than 50% of real property parcels are located outside the city/town.

• Class 1 public library board members who have served four consecutive terms may be reappointed at least four years after their most recent term ended; unexpired terms of two years or less filling vacancies do not count toward the consecutive term limit.

• Class 1 and Class 2 public library boards may issue free local library cards to library employees and school corporation or nonpublic school employees located in the district if the board adopts a majority-approved resolution.

• Class 1 and Class 2 public library boards may designate third parties to collect any amount of money owed to the library (removes the previous $10 minimum threshold).

• Class 1 and Class 2 library districts may dissolve upon adoption of identical resolutions by legislative bodies of all component municipalities, townships, and counties plus the library board; dissolution becomes final only after all obligations are satisfied, assets distributed, and notice filed with state library and county recorders.
