Establishes a unified Madison Circuit Court with six judges by merging the existing Madison Circuit Court (one judge) with the Madison Superior Court (five judges), effective July 1, 2010

Creates six numbered court divisions maintaining dockets for small claims, misdemeanors, criminal, juvenile, civil, probate, and problem-solving matters

Requires judges to select a chief judge from among themselves for a minimum 12-month term, who will manage court operations, submit annual budgets to the county fiscal body, and make required judicial appointments

Transfers all pending cases and property from Madison Superior Court to the unified Madison Circuit Court on July 1, 2010, with sitting superior court judges continuing to serve their existing terms

Grants judges authority to adopt administrative rules governing case allocation, indigent representation, probation department operations, and personnel management, with rules filed with the state court administration division
