Allows the director of the public works division to consider whether a professional services firm has its principal office located in Indiana when recommending contract awards for state public works projects

Applies specifically to professional services contracts related to public works projects, which are already exempt from competitive bidding requirements

Maintains existing requirement that the director must consider competence and qualifications of firms in relation to the type of services needed

Compensation for professional services would continue to be negotiated at rates the commissioner determines reasonable

Effective date of July 1, 2010
