Requires governing bodies of certain political subdivisions to provide initial notice of public meetings by electronic mail to any person (excluding news media) who annually requests such notice by December 31.

Applies only when the governing body already delivers initial meeting notice to its own members or public officials by electronic mail.

Failure to provide electronic mail notice does not invalidate any proceedings or actions taken by the governing body, including the validity of any bonds issued.

Courts cannot declare void any policy, decision, or final action based on failure to provide electronic mail notice under this requirement.

Effective July 1, 2010.
