Establishes the midwifery board with 7 members to regulate certified direct entry midwives (CDEMs), including 3 licensed CDEMs, 2 physicians practicing obstetrics, 1 certified nurse midwife, and 1 public representative

Creates licensing requirements for CDEMs including minimum age of 21, high school degree, completion of approved midwifery education curriculum, certification by the North American Registry of Midwives, CPR certification, neonatal resuscitation training, and documentation of attending 60 births (20 observed, 20 assisted, 20 as primary attendant)

Authorizes CDEMs to administer specific medications including vitamin K, postpartum antihemorrhagic drugs in emergencies, local anesthetics for postpartum repair, oxygen, Rhogam, prophylactic eye agents, and Group B Strep antibiotics

Requires CDEMs to obtain signed informed consent forms from clients disclosing their training, experience, emergency backup plans, risks of midwifery care, and a statement that the client waives the right to sue physicians for the midwife's acts or omissions

Establishes that practicing midwifery without a license after July 1, 2013 constitutes a Class A misdemeanor for first offense and Class D felony for subsequent violations, and prohibits health care providers from being held jointly or severally liable for a CDEM's acts or omissions
