• Prohibits the state board of finance, budget agency, and other state agencies from transferring, assigning, or removing money from the Indiana recycling promotion and assistance fund.

• Amends IC 4-9.1-1-7 to exclude the recycling promotion and assistance fund from the board's authority to transfer money between state funds.

• Amends IC 4-12-1-12 to prevent the budget agency from transferring appropriations made from the recycling promotion and assistance fund to other uses or purposes.

• Amends IC 4-13-2-23 to restrict the state board of finance from transferring appropriations made from the recycling promotion and assistance fund.

• Effective July 1, 2010.
