Requires administrative law judges employed by the department of workforce development to hear unemployment claims must be attorneys admitted to practice law before the Indiana Supreme Court, effective after June 30, 2010.

Applies the attorney requirement to both judges hearing disputed unemployment compensation claims and liability administrative law judges hearing matters related to contribution assessments, benefit account charges, and refund claims.

Maintains existing provisions that administrative law judges are not subject to IC 4-21.5 or other statutes regulating administrative law judges unless specifically provided.

Requires the department to provide annual training to all administrative law judges and adjudicators on unemployment compensation law, hearing conduct rules, and ethics standards.

Authorizes the department to monitor hearings and impose disciplinary action including suspension or termination for judges who fail to comply with applicable laws and rules.
