Expands the definition of "treatment" for Medicaid eligibility under the federal breast and cervical cancer program to include follow-up imaging studies, laboratory testing, and physical examinations for women diagnosed with molecular subtypes of breast cancer that lack specific recurrence-prevention therapies

Applies specifically to women who have completed traditional breast cancer treatment (chemotherapy or radiation) but whose cancer subtype has no targeted therapy to prevent recurrence

Maintains existing eligibility requirements: women must be under 65, screened through the federal Breast and Cervical Cancer Mortality Prevention Act program, not eligible for other Medicaid or credible coverage, and have family income at or below 200% of the federal poverty level

Takes effect retroactively to July 1, 2009

Declared an emergency measure for immediate implementation
