• Requires the air pollution control board to adopt rules for public electric power generating facilities to report emissions from internal combustion engines used for on-site and off-site transportation that supports facility construction or operation.

• Mandates the department use reported transportation emissions in all aspects of permit review, issuance, and renewal processes when considering facility air contaminant emission levels.

• Prohibits issuance or renewal of construction or operation permits for public electric power facilities unless applications include all required information at the time of filing.

• Prohibits applicants from using statements that information will be supplied after filing as a substitute for complete information submission.

• Becomes effective upon passage with an emergency declaration.
