Senate Bill 289 Summary

• Establishes a nine-member redistricting commission appointed by legislative leaders (two members each by January 15 of redistricting year) to create and recommend plans for state legislative and congressional districts.

• Requires the commission to conduct public hearings in at least three regions of Indiana by June 30, publish proposed maps and plans by May 15, and submit recommendations to the General Assembly by August 1 of redistricting year.

• Mandates the General Assembly enact bills establishing state House (100 districts) and Senate (50 districts) districts before October 1 of redistricting year; commission's congressional district plan becomes law automatically unless the General Assembly enacts a different plan.

• Sets redistricting standards including population-based districts with maximum 1% deviation from ideal population, contiguous and compact districts, and minimal splitting of county/city boundaries.

• Repeals existing congressional redistricting law under IC 3-3-2 and IC 3-3-3, effective July 1, 2010.
