Requires disproportionate share hospital (DSH) payments to be distributed in a uniform and equitable manner to all eligible hospitals, regardless of when the hospital became eligible for payments

Removes requirements that hospitals must make intergovernmental transfers or certify expenditures as a precondition for receiving certain DSH payments

Eliminates provisions that gave preferential treatment to hospitals based on historical qualification for Medicaid disproportionate share payments

Removes specific payment formulas that based distributions on hospitals' eligibility status from fiscal years 1998, 2001-2004, or hospitals that merged under a single Medicaid provider number in 2004
