• Establishes the Committee on the Administration of Public Assistance with 8 legislative members to review public assistance administration, take testimony on problems, and make recommendations for changes to Medicaid, SNAP, and TANF programs.

• Authorizes disclosure of Social Security numbers for administration of state-funded health plans and requires state to distribute funds to area agencies on aging in a timely manner without jeopardizing service provision.

• Creates an Office of Quality Control within the Division of Family Resources to establish standards for public assistance programs, monitor eligibility determinations, and post contracts and reports on the office website.

• Allows certain individuals convicted of drug offenses to receive food stamps if they have not been convicted of another drug offense in the previous 5 years, with exceptions for those in treatment and testing programs.

• Allows area agencies on aging to make presumptive eligibility determinations for Medicaid aged and disabled waiver applicants at immediate risk of institutionalization, and permits legally responsible relatives to provide attendant care services up to 8 hours daily and 5 days weekly.
