SB 304 Summary

• Prohibits purchase, rental, or transfer of firearms after December 31, 2010, unless the person has successfully completed a firearms safety course conducted by the state police department or an authorized instructor.

• Exempts certain persons from the firearms safety course requirement, including those who previously completed the course, handgun license holders, law enforcement officers, military members, and certain government officials.

• Requires state police department to adopt rules by December 1, 2010, establishing firearms safety course programs, instructor authorization procedures, and minimum completion requirements.

• Mandates state police to offer free safety courses of no more than two hours, at least weekly in all geographic areas, after business hours, with no skills or weapons testing required to pass.

• Makes it a Class A misdemeanor for a person to obtain a firearm or provide a firearm to another person in violation of the safety course requirement.
