Establishes three separate Floyd superior courts (No. 1, No. 2, and No. 3) in Floyd County, each with one judge elected every six years, replacing the previous single court structure with three judges

Each Floyd superior court has the same jurisdiction as the Floyd circuit court, except the circuit court retains exclusive jurisdiction over probate and trust matters, while Floyd superior court No. 3 shares concurrent juvenile jurisdiction with the circuit court

Allows judges of the Floyd circuit and superior courts to jointly appoint one full-time magistrate to serve all courts in the circuit

Each Floyd superior court maintains a standard small claims and misdemeanor division and holds sessions at the Floyd County courthouse in New Albany or other locations as provided by the county board of commissioners

Declares an emergency for the act, making it effective upon passage
