Expands the definition of "school employee" to include noncertificated employees (such as support staff) in addition to certificated employees under Indiana's collective bargaining laws

Requires school employers to discuss employment topics with noncertificated employees but makes collective bargaining, negotiation, impasse procedures, and written contracts optional rather than mandatory for this group

Maintains mandatory collective bargaining requirements for certificated employees on salary, wages, hours, and wage-related fringe benefits

Preserves bargaining rights for items included in 2004-2005 or subsequent agreements between school employers and noncertificated employee organizations

Protects existing collective bargaining agreements and memoranda of understanding in effect as of June 30, 2010, with this protection expiring December 31, 2012
